Glitchy Contact Forms

I have ran into this issue many times now, when setting up new contact forms, mainly when I have saved them (created a theme section) they do not work as they should. Many times now ether customers or myself have completed a contact form and the message wont come through or the drop downs wont work, it is very annoying especially if this happens to a customer.
