More Specific Scroll To Button Links

Currently you can only select Sections in the Scroll To section of button links.

Having an option to select specific Headers or Sub-Headers to scroll to in the text on the page without them having to be in separate sections would be good (For example, where you have 2 rows side by side, where one is sticky and the other scrolls)
